New England Board of Higher Education Apple Book

Every year, NEBHE's Tuition Break program, also called the Regional Student Program (RSP), enables thousands of New England residents to enroll in other New England public colleges and universities at a discount. Students must enroll in a major that is not available at the public colleges in their own state in order to be eligible.

All 78 public colleges and universities in New England participate in the RSP Tuition Break program, which is available to students at all degree levels: associate, bachelor's, master's, certificate of advanced graduate study, master's, doctoral, and first-professional. Eligible programs are approved each year by the participating institutions and listed in our annual catalog, the Apple Book.

Examples of the hundreds of degree programs available at reduced tuition to New England residents through the RSP Tuition Break program include: aquaculture, aviation science, biomedical engineering, coastal studies, communication design, dental medicine, environmental safety, food science, information systems engineering, landscape architecture, law, marine transportation, medicine, Middle Eastern studies, music business, pharmacy, real estate/urban economics, sound recording technology, plastics engineering, television studies, textile design, and turf management.

Over the last 20 years, New England residents have saved about $490 million on their college tuition bills through RSP. Last year alone, more than 8,400 New England residents participated in the program and saved nearly $44 million in tuition.

Our RSP Tuition Break program, not only saves students and their families thousands of dollars in college tuition, it also saves taxpayers millions of dollars by enabling the six New England states to share educational resources and avoid the duplication of costly academic programs at public campuses.

Students interested in the NEBHE program at SCSU must have full-time matriculated status in order to be eligble for the program.  NEBHE status must be renewed every semester.
